April 16-17, 2019 in Chernihiv representatives of the International Committee of the Red Cross (ICRC) with the participation of specialists of the Simulation center of the National Defense University of Ukraine named after Ivan Cherniakhovskyi held a seminar on the study of norms of International Humanitarian Law with the servicemen of the Operational Command "North" of the Land Forces of the Armed Forces of Ukraine. This event was conducted in accordance with the Joint Action Plan of the Ministry of Defense of Ukraine and the Armed Forces of Ukraine with the International Committee of the Red Cross for 2019.

Representatives of the ICRC gave presentations on the ICRC, its mandate, tasks and activities that the ICRC Delegation carries out in Ukraine and directly in the area of the Joint Forces Operation in the east of Ukraine. Also, the participants of the seminar were informed about the basic principles of the International Humanitarian Law and the peculiarities of their application during the combat actions.

As an important stage of the seminar, the practical exercises using the capabilities of the Simulation Center of the University in organization of offensive and defensive operation, which were aimed at the modeling of the students decisions  according to certain scenarios using the simulation system “JCATS” (Joint Conflict and Tactical Simulation), which provided an opportunity to draw out pre-planned actions and evaluate the observance of the rules and principles of the International Humanitarian Law in the planning and application of troops (forces) during the armed conflict.

During the event, the ICRC delegates answered the questions of the participants, conducted consultations with commanders and military jurists on compliance with international humanitarian law during the conduct of operations, and provided the participants with the necessary literature on the activities of the ICRC and International Humanitarian Law.
