The Department of Military Law and Law Enforcement is a subdivision of the Strategic Communications Institute, which conducts educational, methodological, scientific and innovative activities in the interests of the Ministry of Defense and the Armed Forces of Ukraine in the relevant specialties (specializations) and areas of scientific research.

The Department of Military Law and Law Enforcement is headed by The Chief of the Department, Ph. D., Colonel of Justice Oleksandr Kotliarenko.

Creation and Development History:

The historical journey of the department began in 1996 with its establishment within the National Defense Academy of Ukraine under the name “Department of Legal Support”. Subsequently, the department was part of the humanitarian faculty for the training of specialists in humanitarian issues and the humanitarian institute, named “Department of Jurisprudence” and “Department of Legal Support”, respectively.

Since 2009, the department started training legal profile students for the qualification of “Master of Law, Officer of Military Management at the Operational-Tactical Level”. In 2018, the department also commenced training operational-tactical level specialists for the Military Law Enforcement Service in the Armed Forces of Ukraine, specializing in “Organization of Law Enforcement Activities in the Armed Forces”, and from 2020 – postgraduate students in the scientific specialty 081 - Law.

In 2023, the department became part of the Institute of Strategic Communications and changed its name to “Department of Military Law and Law Enforcement Activity”.

The main achievements of the Department include:

1. Establishment and training of specialists in “Organization of Law Enforcement Activities in the Armed Forces”;
2. Opening of postgraduate studies and training of specialists at the third (educational-scientific) level of higher education in the scientific specialty 081 - Law;
3. Participation of department officers in the forces and means to repel Russian armed aggression.

The department comprises 6 Doctors and 6 Candidates of Legal Sciences for the training of students and postgraduates.

The main tasks of the Department are:

• Training of operational level trainees in specialty 254 “Support of troops (forces)”; Specializations: “Organization of legal support of troops (forces)”; “Organization of law enforcement in the armed forces”, as well as the training of future scientific and scientific and pedagogical specialists in the field of knowledge 08 Law in specialty 081 Law;
• Scientific and pedagogical workers of the department participate in the training of specialists of strategic and operational levels in all specialties and specializations of training at the university, students of professional military education and advanced training courses;
• The educational process at the department provides a team of highly qualified scientific and scientific-pedagogical workers, most of whom have academic degrees and academic titles;
• Participation in the development of draft legal acts in the areas of educational and scientific activities of the department and conducting their legal expertise;
• Participation in the development of the individual through the legal education of the personnel of the department in the spirit of respect for the Constitution of Ukraine, the establishment of the participants in the educational process of leadership and moral values, social activity, citizenship and responsibility;
• Carrying out scientific, scientific, technical and innovative activities in the interests of the Ministry of Defense and the Armed Forces of Ukraine by conducting scientific research and ensuring the creative activity of participants in the educational process, training of highly qualified scientific personnel, using the results obtained in the educational process of the university.
