The Institute of Information and Communication Technologies and Cyber Defense is a structural unit of the National Defence University of Ukraine, responsible for training specialists at the strategic and operational levels.

The Institute conducts educational activities at the second (master's) level of higher education in the field of knowledge K "Security and Defense" with specialty K6 "Support of Troops (Forces)", and at the third (educational and scientific) level of higher education in the field of knowledge F "Information Technologies" with specialty F6 "Information Systems and Technologies" (F3 "Computer Science").

Additionally, the Institute's academic and teaching staff participate in the training of military specialists in the following areas:

  • at the second (master's) level of higher education in the field of knowledge K "Security and Defense" in specialties K3 "National Security (by specific areas of support and types of activity)" (strategic level of military education), K5 "Military Management (by types of armed forces)", K6 "Support of Troops (Forces)" (operational level of military education);
  • in professional military education courses: for senior leadership personnel at strategic level (L-4), officer personnel at operational level (L-3), and in advanced training courses.

The Institute was established in 2023 as a modern unit of the National Defence University of Ukraine and has a wide range of activities, including: development and implementation of information analysis and processing technologies to support decision-making in defense and security; creation of predictive risk models; application of artificial intelligence, automated data processing, and cloud technologies; development and implementation of advanced communication tools; modeling and forecasting in operations and combat actions; development of methods for applying modern approaches to cyber protection of information from external attacks in cyberspace; participation in the functioning of Ukraine's national cybersecurity program, as well as the cyber defense system and protection of classified information in the Armed Forces of Ukraine and the state's defense forces.

Professional training of officer personnel for the security and defense sector of Ukraine – the Ministry of Defense of Ukraine, the Armed Forces of Ukraine, the National Guard of Ukraine, the State Emergency Service of Ukraine, and the State Border Guard Service of Ukraine – is carried out by a team of experienced and highly qualified specialists, Doctors of Philosophy and Doctors of Technical Sciences.

Structurally, the Institute consists of five departments:

  • Department of Communication Technologies and Cyber Protection;
  • Department of Information and Analytical Technologies;
  • Department of Cyber Warfare;
  • Department of Electromagnetic Warfare;
  • Department of Information Resources Security.

TASKS OF THE INSTITUTE

The Institute performs the following tasks:

  • provides conditions for obtaining higher education at the second (master's), third (educational and scientific), and doctoral levels for military specialists of the Armed Forces of Ukraine, other military formations created in accordance with Ukrainian laws, and civil servants of structural subdivisions of the Ministry of Defense of Ukraine, the General Staff of the Armed Forces of Ukraine, and other executive authorities;
  • integrates the results of scientific research on information and analytical support, communication technologies, cyber and electromagnetic warfare, and covert military command and control in its components (cryptographic information protection, state secret protection, technical information protection, countermeasures against technical reconnaissance) into the educational process;
  • implements NATO military decision-making standards and procedures (MDMP, OPP) into the educational process;
  • cultivates commander-leader qualities in students based on the best traditions of the Ukrainian army, Ukrainian Cossacks, officers of previous generations, and the cultural heritage of the Ukrainian people;
  • conducts educational, methodological, and character-building work, and carries out scientific and scientific-technical activities;
  • conducts scientific research on current problems related to the development of fundamental principles of the theory of information and analytical support, communication technologies, cyber and electromagnetic warfare;
  • ensures the advanced training and professional development of scientific and academic staff.
