The Department of Personnel Management and Training of Troops (Forces) is a structural subdivision of the Command and Staff Institute for the Use of Troops (Forces) of the National Defence University of Ukraine.

The Department of Personnel Management and Training of Troops (Forces) is intended to carry out educational, scientific, scientific-technical and innovative activities in the interests of the Ministry of Defence of Ukraine, the Armed Forces of Ukraine and other components of the state defence forces.

Main tasks of the Department:

  • training of higher education applicants to the relevant educational programmes: at the first (bachelor's), second (master's), third (educational and scientific) levels of higher education;
  • training of military specialists of the second (master's) level of higher education in the speciality 254 ‘Support of troops (forces)’ with a specialisation in personnel management in troops (forces);
  • training of students of the course of officers of the joint staffs of the operational level (L-3), the course of senior management of the strategic level (L-4) and the course of strategic management of the highest level and public policy (L-5);
  • training of students of defence management courses, upgrading the qualifications of the personnel of the Armed Forces of Ukraine and the State Special Transport Service according to the levels of military education, upgrading the qualifications of scientific-pedagogical and scientific workers, upgrading the qualifications (additional training, retraining) of military servicemen under the contract of privates and sergeants (sergeants major) ) of the Armed Forces of Ukraine;
  • implementation of new educational programmes in the educational process aimed at forming a new style of military leadership, integrity, increasing the level of practical training of students and their readiness for professional activity taking into account the needs of integration into NATO and Ukraine's own experience of preparing and conducting military operations of the Armed Forces of Ukraine and other components security and defence sector;
  • introduction of the latest technologies and teaching methods in the educational process, taking into account the experience gained in training the Armed Forces of Ukraine in the context of the full-scale armed aggression of the Russian Federation against Ukraine, NATO standards and advanced methods of training the armed forces of NATO member states;
  • scientific and methodological support for the organisation and implementation of the educational process;
  • improving the methodological skills of the management staff, scientific and pedagogical staff and researchers of the department;
  • ensuring the applied orientation of scientific research, in accordance with real needs, taking into account the training and employment of troops (forces) in the performance of combat (special) tasks, prospects for the development of the Armed Forces of Ukraine and the dynamics of changes in the political and military strategic situation;
  • increasing the efficiency of scientific research, taking into account the experience of military operations, ensuring the prompt implementation of their results into the activities of the troops (forces) of the Armed Forces of Ukraine and other components of the defence forces;
  • implementation of close cooperation with military and civilian mass media in the interests of informing the public about the activities of the Department, conducting promotional events and actions aimed at increasing the prestige of the military profession, forming the image of the officer corps and the defender of Ukraine in society;
  • fostering in students of higher education devotion to the Ukrainian people, loyalty to the Military Oath and the Battle Flag, conscious implementation of the provisions of the Constitution of Ukraine, the Laws of Ukraine, the requirements of the Statutes of the Armed Forces of Ukraine, Decrees of the President of Ukraine, Resolutions of the Cabinet of Ministers of Ukraine, orders of commanders (supervisors).

Structure of the Department:

  • chief of the Department;
  • deputy chief of the Department;
  • scientific and pedagogical staff;
  • scientific research laboratory of problems of troop (force) training and personnel management;
  • educational laboratory.

Educational activity at the Department of Personnel Management and Training of Troops (Forces) of the Command and Staff Institute of the use of troops (forces) is carried out in accordance with the Laws of Ukraine, orders of the Minister of Defence of Ukraine, other normative legal acts of the Ministry of Defence of Ukraine and the Ministry of Education and Science of Ukraine, guiding documents (individual decisions) of the Commander-in-Chief of the Armed Forces of Ukraine, the General Staff of the Armed Forces of Ukraine on the training of military specialists for the award of higher education degrees “Bachelor”, “Master”, “Doctor of Philosophy”.

Throughout the entire period of its functioning, the department has trained more than 240 qualified specialists in the speciality “Personnel Management in the Troops (Forces)”, and the best graduates have repeatedly received high awards:

  • Diploma with honours and gold medal “For high achievements in education” – 2;
  • Diploma with honours – 2.
    • Achievements of the Department for the period 2014–2024:
    • textbooks – 13, including 4 with the seal of the Ministry of Education and Science of Ukraine;
    • study guides – 17;
    • teaching aids – 6;
    • monographs – 1;
    • newsletters “Chronicle of the War” – 7;
    • collections of scientific and practical conferences and seminars – 1;
    • information and analytical material – 1.

The types of scientific and scientific-technical activities at the department are fundamental and applied scientific researches on topical issues related to the construction and development of the Armed Forces, personnel management and mobilisation work in the Armed Forces of Ukraine, improvement of the daily activities of the Armed Forces of Ukraine, training of troops (forces).

Types of scientific work at the department are:

  • research and development work;
  • fulfilment of operational tasks of the leadership of the Ministry of Defence of Ukraine and the General Staff of the Armed Forces of Ukraine;
  • conducting research at exercises and other training events and daily activities of the troops (forces) of the Armed Forces of Ukraine;
  • conducting inventive and rationalisation work;
  • development of scientific publications (monographs, textbooks, manuals, dictionaries, guides, dissertations, articles, information and reference publications, reports, reports, reviews, feedback, conclusions);
  • preparation, holding and participation in scientific and scientific-practical conferences, seminars;
  • participation in the development of draft charters, regulations, and methodological recommendations;
  • training of scientific and scientific-pedagogical personnel;
  • summarising, analysing and disseminating experience, conducting training and employment activities for troops (forces) of the Armed Forces of Ukraine, personnel management and day-to-day operations of military organisational structures;
  • scientific work of students.

The results of scientific research of the department are actively implemented in the practical activities of the Armed Forces of Ukraine and the educational process of the National Defence University of Ukraine to improve their efficiency.

The department continues to actively cooperate with military educational institutions and research institutions both in Ukraine and abroad to exchange experience and develop the latest military technologies.

Scientific activity of the department:

  • in 2022, the results of 2 (two) research works were successfully implemented as a co-executor and 1 operational task was completed;
  • in 2023, the results of 1 (one) research work were successfully implemented as a co-executor and 2 operational tasks were completed;
  • in 2024, the results of 2 (two) research works were successfully implemented as a co-executor and 1 operational task was completed.

The department provides systematic training of scientific and scientific-pedagogical staff. Over the past 5 years, 15 servicemen have defended their theses at the Department.

In the period from 1996 to 2024, the department trained 1 Doctor of Science, 27 Candidates of Science and 8 Doctors of Philosophy.

The scientists trained by the department continue their work in military command and control bodies, higher military educational institutions and research institutions of the Armed Forces of Ukraine.

Today, the scientific potential of the department consists of 7 scientists and research and teaching staff, including:

  • Candidates of Sciences, Associate Professors – 3;
  • Candidates of Sciences, senior researchers – 1;
  • Candidates of Sciences – 1;
  • Doctors of Philosophy – 2.
