The establishment of the Department of Naval Forces begun during the formation of the Academy of the Armed Forces of Ukraine in accordance with the directive of the Minister of Defence of Ukraine dated June 5, 1993.
The date of the department`s establishment is considered to be April 5, 1994, when the core of the teaching staff was formed, and the first meeting of the department was held. It is symbolic that the Day of the Department coincides with the date of signing of the Decree of the President of Ukraine "On Urgent Measures for the Construction of the Armed Forces of Ukraine" dated April 5, 1992, No. 209, in the second paragraph of which it is stated: "Form the Naval Forces of Ukraine based on the forces of the Black Sea Fleet deployed on the territory of Ukraine".
Since 1994, the Department of Operational and Strategic Training has been teaching the discipline "Operational Art of the Naval Forces". Later on, the discipline "Employment of Units and Formations of the Naval Forces of the Armed Forces of Ukraine" was taught for the operational and tactical level specialists - officers of the Armed Forces of Ukraine. During this period, the department participated in the development of the prospective concept of the Naval Forces of the Armed Forces of Ukraine.
In 2000, the Department published the textbook "Operational Art of the Naval Forces", and the its personnel were involved in conducting command and staff exercises and other training activities for the Armed Forces of Ukraine.
In 2006, the department began training operational and tactical level specialists - officers of the Naval Forces of the Armed Forces of Ukraine - in the specialities "Combat Application and Management of the Actions of the Naval Forces Units" and "Organisation of Combat Application and Exploitation of Weapons and Military Equipment of the Naval Forces". Relevant educational programmes were developed and approved, and nine new disciplines were created. By 2014, the department had published three textbooks, including "Application of Forces (Troops) of the Naval Forces", "Organisation of Combat Application and Exploitation of Weapons and Military Equipment of the Naval Forces". "Fundamentals of Naval Science", and six textbooks.
From 2006 to 2023, the department completed over fifteen research works, the department participated in the justifying concepts and programmes for the development of the Naval Forces of the Armed Forces of Ukraine.
From 2014 to 2023, the Department’s personnel participated in the Anti-Terrorist Operation, the Joint Forces Operation, and the repelling armed aggression amidst the full-scale invasion of the Russian Federation in Ukraine, which began on February 24, 2022. All officers of the department are participants of hostilities and use the experience of war in the educational and scientific activities of the department.
