The Social Communication and Public Diplomacy Department is a subdivision of the Strategic Communications Institute. It conducts educational, methodological, scientific and innovative activities for the Ministry of Defense and the Armed Forces of Ukraine in the areas scientific research and provide training specialists of relevant specialties (specializations).

The Acting Chief of the Social Communication and Public Diplomacy Department is Ph. D., Colonel Roman Bakumenko.

The department comprises 3 Ph. D. who conduct the training of students and postgraduates.

The Department of Social Communication and Public Diplomacy was established in September 2023 to facilitate the training of highly skilled professionals in the field of social communication and public diplomacy for the Security and Defense Sector of Ukraine. This initiative aims at the development of research, the summarization of experiences, and the implementation of strategic communication innovations within the realm of national security and defense.

The main tasks of the Department are:

  • training and advanced training of military personnel and employees of the security and defense sector of the state on strategic communications;
  • scientific and methodological support of the process of training specialists on strategic communications in higher military educational institutions, military educational units of higher education institutions;
  • generalization of experience in the field of strategic communications;
  • establishing cooperation with national and international research analytical institutions, organizations engaged in training and research on strategic communications.

In accordance with the action plan for implementing the strategic defense bulletin (Presidential Decree of Ukraine from September 17, 2021, No. 473/2021), the Institute of Strategic Communications (Department of Social Communication and Public Diplomacy) has developed an elective video course on media literacy. Special attention is given to enhancing the ability of military personnel to identify falsehoods disseminated by Russian propaganda.

Over the course of a month, cadets of the Kyiv Military Lyceum named after Ivan Bohun were mastering the basics of media literacy through the anti-fake game “Nota Raccoon” conducted by a lecturer from the Department of Social Communication and Public Diplomacy at the Institute of Strategic Communications of the National Defense University of Ukraine.
