The department of Operational Art is a basic structural unit of the Institute of State Military Administration of the National Defense University of Ukraine, which carries out educational, methodological work, scientific and scientific-technical activities to train students at the operational and strategic levels in the basics of the theory of operational art, the theory and practice of preparing and conducting group operations troops (forces) taking into account the experience of armed conflicts of the twentieth century, anti-terrorist and joint forces operations in the Donetsk and Lugansk regions, large-scale armed aggression of the russian federation against Ukraine.

THE DEPARTMENT CONSISTS OF:

  • management of the department;
  • scientific and pedagogical workers;
  • research laboratory (The problems of using of operational groups of troops and units of the Armed Forces of Ukraine in operations);
  • educational laboratory.

The Department of Operational Art of the National Defense University of Ukraine was created on the basis of the Department of Tactics and Operational Art of the Military Academy of Air Defense of the Ground Forces.

In 1992, to create the Academy of the Armed Forces of Ukraine, an operational group was formed, which included teachers from the department. They developed training programs and thematic plans for the discipline “Operational Art”.

In October 1993, by order of the Minister of Defense of Ukraine, the first officials of the Department of Operational Art were appointed:

  • Colonel AGAPOV V.V. – acting head of the department;
  • Colonel GONCHARUK M. G. – Deputy Head of the Department for Scientific Work;
  • scientific and teaching staff:
    Colonels AKSANOV SH. KH., VOSKRESENSKY V. M., MOSOLOV V. M., SLOBODETSKY V. YA., SHEVCHENKO M. A.; employees of the Armed Forces of Ukraine: TARANENKO N.A., TSVETNIKOV L.M.

On October 25, 1993, the first meeting of the department was held; this day was established as “Department Day” by order of the Head of the Academy of the Armed Forces of Ukraine dated March 26, 1999 No. 48.

THE MAIN TASKS OF THE DEPARTMENT ARE:

  • participation in the training of military specialists at the strategic and operational levels of military education in certain specialties and specializations for the Armed Forces of Ukraine and other military formations of the state, participation in retraining and advanced training;
  • ensuring the training of highly qualified scientific and scientific-pedagogical personnel for the Armed Forces of Ukraine and other military formations;
  • participation in the creation (improvement) of the regulatory framework and educational material and technical base to ensure educational activities;
  • conducting scientific research on current problems of operational art, training and use of groupings of troops (forces) in local wars and armed conflicts, development of forms and methods of training and use of troops (forces);
  • participation in the formation of state policy in the field of national security and state defense, determining the prospects and directions for the development of the security and defense sector, preserving and developing the national traditions of the Ukrainian people, the Armed Forces of Ukraine;
  • ensuring the cultural and spiritual development of the individual, educating personnel in the spirit of patriotism and respect for the Constitution of Ukraine.

THE CHARACTERISTICS OF THE SCIENTIFIC POTENTIAL:
7 scientists work in the department, including: doctor of military sciences – 1; candidate of military sciences – 2; candidate of historical sciences – 1; PhD – 3.

The department trains specialists at the operational and strategic levels in the academic discipline “Operational Art”, “Strategic management of defense forces”, “Joint Operations”, “Operations Planning and Execution”. The department takes part in the training of foreign military specialists.

RESULTS OF THE DEPARTMENT'S ACTIVITIES:

  1. The department is the main organizer of the development and improvement of the system of complex operational tasks, which are the main component of the practical training of university students.
  2. The department’s staff developed and implemented an operational-level leadership course into the educational process of the university (the pilot course started in January 2019). Based on its results, the training of specialists at the course of joint staff officers at the operational level (L-3) began.
  3. Scientific, pedagogical and scientific workers of the department have been repeatedly involved in the development of doctrinal, conceptual and legal documents.
  4. Scientific, pedagogical and scientific workers of the department carry out significant work to develop scientific recommendations to the leadership of the General Staff of the Armed Forces of Ukraine in the form of carrying out research work and operational tasks.
  5. The department constantly cooperates with the structural units of the General Staff and the Command of the Ground Forces of the Armed Forces of Ukraine; our specialists have made a significant contribution to the training of military formations during their deployment to repel russian aggression.
  6. The department actively participates in the preparation and conduct of operational training activities for troops, studying, generalizing and introducing into the educational process of the university the experience of conducting the anti-terrorist operation of the Joint Forces in the Donetsk and Lugansk regions of Ukraine, as well as repelling large-scale aggression from the russian federation in the interests of training highly qualified specialists for the Armed Forces of Ukraine and other components of the security and defense sector.
  7. Research and teaching staff of the department are actively working to improve the content and learning process, and participate in international military-technical cooperation.
  8. Since 2014, the personnel of the department have been actively involved in carrying out tasks in the anti-terrorist operation in certain areas of the Donetsk and Lugansk regions; all officers of the department are participants in combat operations. With the beginning of large-scale armed aggression of the russian federation during 2022-2023, officers of the department took part in carrying out combat missions as part of the military command and control bodies of force groups created to repel the armed aggression of the russian federation during the defense of Kyiv, in the Zaporizhzhia and Bakhmut direction.

The department is located on the territory of the military camp at 28 Povitroflotskyi Avenue, Kyiv, on the second floor of the first educational building.
