The National Security and Defence Strategy Department is a structural division of the Institute of the State Military Management of the National Defence University of Ukraine, which carries out educational, educational and methodical work, scientific and scientific-technical activities on training students of strategic and operational levels of training. The educational and scientific activity of the department is focused on issues of ensuring national security and defense of the state, assessing and forecasting threats in the military sphere, the basics of the functioning of the security and defense sector of Ukraine, planning the defense of the state and strategic planning for the use of defense forces, as well as strategic planning for development, training and use defence forces of Ukraine.

The department consists of:

  • department management;
  • scientific and pedagogical workers;
  • scientific research laboratory of problems of military security of the state;
  • educational laboratory.

The National Security and Defence Strategy Department was established in accordance with the Resolution of the Cabinet of Ministers of Ukraine dated July 19, 1992 No. 490 "On the Reform of the Military Education System" and the Order of the Minister of Defence of Ukraine dated July 25, 1992 No. 133, by the decision of the Defence Council of Ukraine dated June 4, 1992 as the Department of Strategy of the Academy of the Armed Forces of Ukraine. The department was assigned the task of participating in the organization of the training of military specialists at operational and strategic levels in the state.

Since September 1, 1994, the staff of the department has been working as a leading educational and scientific unit of the academy. It is symbolic that the Day of the Department of National Security and Defence Strategy is considered to be the day when the first class was held at the department on October 14, 1994.

The department is a graduate of specialty 256 "National security (by separate spheres of support and types of activity)" training of strategic level specialists.

The main tasks of the department are:

  • conducting educational and methodological work in certain specialities and specialisations of strategic and operational levels of training of officers and civil servants for the Ministry of Defence of Ukraine, the Armed Forces of Ukraine, other components of the security and defence sector of Ukraine, as well as specialists from foreign countries;
  • ensuring the training of scientific and scientific-pedagogical staff of the highest category (Doctor of Philosophy, Doctor of Science) for the Armed Forces of Ukraine and other components of the security and defence sector of Ukraine;
  • conducting scientific and and scientific-technical activities;
  • creation (improvement) of the standard legal, educational and material base for ensuring educational activity;
  • development and carrying out expert review of draft legislative and other renormative legal acts on ensuring national security and defence of Ukraine, training and use of the defence forces of Ukraine;
  • participation in the formation of state policy in the field of national security and defence of Ukraine, foreign policy of Ukraine, determination of prospects and directions of development of the security and defence sector of Ukraine, preservation and development of national traditions of the Ukrainian people, the Armed Forces of Ukraine, etc.

The following work in the department:

  • 3 doctors of science, professors, honored scientists and technicians of Ukraine: employees of the Armed Forces of Ukraine V.M. Telelym, V.O. Kosevtsov, A.A. Lobanov;
  • The laureate of the State Prize of Ukraine in the field of science and technology, an employee of the Armed Forces of Ukraine V. M. Telelym;
  • 9 candidates of sciences, associate professors (senior researchers).

Representatives of the department are involved in the work as part of:

  • Hrytsai P.M. – Chairman of the subcommittee on speciality 256 "National security (by separate spheres of support and types of activities)" of scientific and methodical commission 12 on military sciences, national and civil security of the higher education sector of the Scientific and Methodical Council of the Ministry of Education and Science of Ukraine;
  • Telelym V.M. – member of the attestation board of the Ministry of Education and Science of Ukraine; member of the State Committee for awarding state prizes in the field of education and science; active member of the Academies of Sciences of higher education of Ukraine and the International Personnel Academy, Chairman of the Academic Council of the University;
  • Lobanov A.A. – member of scientific and methodical commission 12 on military sciences, national and civil security of the higher education sector of the Scientific and Methodical Council of the Ministry of Education and Science of Ukraine.

The department provides training for:

  • officers and civil servants of the security and defense sector of Ukraine:
    • at the third (doctor of philosophy) level of higher education;
    • at the second (master's) level of higher education in academic disciplines:
      • International security environment and security policy of Ukraine;
      • Theory of national security;
      • National military strategy;
      • Basics of the use of security forces of Ukraine;
      • Use of defense forces;
      • Application of modern information technologies in military art.
    • on professional military education courses:
      • Courses in strategic management of the highest level and public policy L-5;
      • Courses of senior management at strategic level L-4;
      • Operational level Joint Staff Officer Courses L-3.
    • retraining and advanced training in the following areas:
      • military security;
      • international relations of Ukraine;
      • organization and conduct of territorial defense.
  • officers of foreign states.

Results of the department's activities:

  1. The department has developed and implemented a program of the second (master’s) level of higher education for a master’s degree in the specialty 256 “National security (by separate areas of provision and types of activities)” with the specialization “Strategic leadership in the security and defense sector” for the training of officers and civil servants of the components of the security and defense sector of Ukraine, which was accredited in 2023 with the designation "EXEMPLARY".
  2. Pedagogical experiments on the implementation of active learning methods, a new approach to evaluating students' work and methodological approaches to teaching adopted in military educational institutions of NATO member states are being conducted at the department.
  3. The positive results of pedagogical experiments are implemented in the educational process by reworking and making changes to the work programs of all educational disciplines of the department.

ACCORDING TO THE RESULTS OF ACTIVITIES IN 2018, 2020 AND 2021, THE DEPARTMENT WAS RECOGNIZED AS THE BEST IN THE UNIVERSITY!

The department is located on the territory of the military town at 28 Povitroflotsky prospect, Kyiv, on the second floor of the first educational building.
